Board Minutes 2/21/18

FEBRUARY 21, 2018

The duly noticed regular meeting of the Board of Directors for the Rotonda Sands Conservation Association was held on Wednesday, February 21, 2018. The meeting was called to order at 10:35 a.m. by the Chairman and President Mark Clabaugh. Directors present in person were Mark Clabaugh, Kevin Cote, Bill Lomax, and Nelson Italiano. Darlene Brooks was excused. Also present were Association Managers Tim Freeman and Brenda Wright along with other owners. A quorum was present so the meeting could continue.

MOTION was made by Bill Lomax, seconded by Kevin Cote, and unanimously carried to approve the Minutes of the January 17, 2018 Board meeting as presented.

Deed Restrictions: There were a few deed restrictions for the month regarding trash cans, weeds in driveway, basketball goal stored at street, and oversized, unapproved sign. Directors discussed off-road vehicles being driven on roads, lots and rights of way. The Association previously established Vehicle Guidelines that coincide with the Association Covenants. Owners were instructed to contact the Charlotte County Sheriff’s Department regarding off-road vehicles being driven on the streets and/or rights of way as the Association has no jurisdiction over these areas.

RMC: None to review at this time.

ACC: Owners of 60 Harness Road submitted plans and application for new construction. Association consultant reviewed the plans and application and noted that they meet the Association criteria for new construction but suggested additional landscaping on right elevation and noted pool plans were not yet finalized. After discussion, MOTION was made by Bill Lomax, seconded by Nelson Italiano, and unanimously carried to approve the plans and application for new construction at 60 Harness Road contingent upon owner/builder adding landscaping along right elevation (garage wall) to soften long expanse of wall and when pool plans are finalized, owner/builder to submit for Association review and approval.

Tim Freeman highlighted the December 2017 Financial Report noting that all accounts balance and are in line with budget.

Verbal Offer to Purchase Lot 223, Block 7: Mr. Freeman contacted prospective buyer with verbal counter offer of $7,900 plus 2017 taxes and has not heard back from him.

Community Sign at Brig Way: Mr. Freeman noted that he continues to search for a contractor for this project.

Dock License Agreement – 22 Carline: New owners of 22 Carline presented an executed Dock License Agreement along with evidence of appropriate property insurance for an existing dock. Vice President signed the agreement on behalf of the Association.
Damage to Association Property: The Association owned lot at the corner of Brig Way and Brig Circle West was damaged by vehicle spinning through lot.

Peppertrees: Kenny Anderson of West County Mowing was present at meeting to discuss strategy for continuing to remove peppertrees from the community. He reported that there were not a lot of peppertrees remaining in the community and his company had recently resprayed pretty much the whole neighborhood. Mr. Freeman will coordinate areas with contractor and homeowner for removal of peppertrees close to a home on Harness Road. They will also review area along lake banks to determine if they can get to the peppertrees.

Payables: Payables were reviewed and signed.

Culverts: Owner reported road was eroding near culvert at Calm Court and Harness Road. This matter will be brought to the MSBU Advisory Board.

Public Comments: None.

Next Meeting: The next Board of Directors’ meeting is scheduled for Wednesday, March 21, 2018 immediately following the 10 a.m. Annual Member meeting at the Association Management Office and will be preceded by the Neighborhood Watch meeting beginning at 9:30 a.m.

There being no further business to come before the Board, the meeting adjourned at 11:30 a.m.
